I suspect that your difficulty will be exacerbated by the fact that only in the last twenty five of the years that you mention did photography exist in a practical form and in those early days of photography, very few images are likely to have been produced and, perhaps, dockyards would not have been not high on photographers' lists of potential photographic subjects? Maybe your search would be more profitably focused on paintings and etchings?
I assume that you have tried Deal Maritime & Local History Museum. Looking at its online catalogue, I note that under reference BE/1/10 it holds 'Two newspaper articles ..... (2) Reminiscences of Old Deal - An Old View of Deal Beach - windmill, Naval Yard, bathing machines'. I started to read on in the catalogue, before realising that it runs to 246 pages! I suppose there might be something there which would satisfy your requirement?
